It is decided by the product’s packaged dimensions and weight, which means it is written at the packaging drawing board and paid on every order thereafter. Unlike a price change, a classification does not move with the market — it applies for the life of the product, in the same way, on every unit.

Why the boundary is worth engineering around

The fee gap between standard and oversize is substantial and permanent, which makes staying inside the tier one of the highest-leverage design decisions available to a physical product. A packaging revision that brings a product under the threshold improves contribution on every future sale, with no effect on the customer’s experience and no change to the retail price.

That is why the design brief should include the tier rather than the tier being discovered later. Cases where a small dimensional reduction moves a product from oversize to standard are among the most profitable engineering exercises in e-commerce: modest one-off cost, permanent per-unit benefit.

Practical engineering

Three habits. Verify the classification using manufactured units rather than specifications, since production variation is real and a borderline parcel is a mistake waiting for a supplier change. Design comfortably inside the threshold rather than at the edge, so that variation stays on the right side. And review the classification when packaging changes, because improvements in one direction can quietly push a product out of its tier in another.

Storing a service that is common in the field: courier dimensions that cut into the usable volume of the box, so the physical product fits the threshold while the parcel as shipped does not. Measuring the parcel as it will actually be handed over is the only version of the measurement that matters.

In practice

A brand reviews its packaging against the tier boundaries, redesigns two products to fit comfortably within the standard tier and verifies with manufactured units, and confirms the classification before the next production run. Fulfilment costs fall on both products permanently, and no price change was needed to achieve it.

⚠️ Watch out. Optimising the retail box and ignoring the shipped parcel. A seller reduces the product’s packaging, but the carton still measures outside the threshold because of the void fill and the outer dimensions chosen for shelf display. The redesign cost money and changed nothing that the fee schedule cares about.
